April 12th-14th, GIMG.tv host and FALI president Tim O’Rourke visited Washington, DC for the annual NCISS Board Meeting and “Hit the Hill” Day.

All attendees walked the halls of the Capital to talk to members of Congress, and their staff, about issues of importance to the private investigation profession. During lunch at the Capital The Honorable Ted Yoho, Member of Congress from Florida’s 3rd District, was the guest speaker.

My guests this month are, Francie Koehler who served as a two-term president for both the National Council of Investigation & Security Services (NCISS) and for the California Association of Licensed Investigators (CALI). Koehler is currently serving as the Legislative Chair for both NCISS and CALI.

Rory interviews Carlton Joyce a partner practicing in Bouhan Falligant’s litigation practice group, since 1993. Mr. Joyce’s litigation practice concentrates in the areas of aviation law, products liability, insurance defense, medical malpractice defense, and business litigation. He is admitted to practice in all federal and state courts in Georgia, the U.S. Supreme Court, and serves on the Federal Court Advisory Panel for the Southern District of Georgia. This month my special guest is Kelly Riddle of Kelmar Global Investigations out of Texas.  During this show Kelly will explain how his company investigates cargo theft and some of the important facts regarding this under reported crime.

• Incidents are more likely to occur in highly-populated areas where thieves can quickly enter the local market and offload the stolen cargo immediately;

• The U.S. Department of Transportation has determined that an average truckload of cargo travels within a 206-mile radius outside container ports, and thieves tend to strike within this radius;

• Cargo theft is more likely to happen in high cargo concentration areas such as California, the Northeast, Florida and Texas; and the number of theft incidents decreases as cargo flows inland along interstate thoroughfares.

Kelly is a past president of the Texas Association of Licensed Investigators (TALI) and the founder of the Council Of Association Leaders (COAL) which is comprised of many of the leaders from investigation associations around North America.
